HOUSE GOP TO PUSH ANTI-CARBON TAX RESOLUTION: Republican Study Committee Chairman Steve Scalise today will unveil a resolution carping against any national carbon tax at a 3:30 p.m. news conference. And this time, there will be no confusion about where Grover Norquist of Americans for Tax Reform lands on the issue; the anti-tax crusader will be on hand. Also attending: Reps.
